darken your eye liner!!

Alrighty, to make it so that this chick looks like she's wearing heavier eyeliner first make a copy of the layer and set it to soft light. User posted image

Ok, now get your burn tool

and start brushing under the eyelid until you get it to however dark you want it to look.

This may not be the BEST tutorial in the history of the galaxy, but it helps me. :)
